Keep those CFLs as close to the tops of the seedlings as is possible without stressing them. With decent ventilation, you can usually get them within inches of the tops. If they're left too high, your seedlings are going to stretch to try and receive more light. I'd worry less about humidity, and get a fan in the room to circulate the air and maybe even blow on the seedlings. It'll make the stems much stronger, and simulates natural wind.

Also, if mylar isn't easy for you to come by, you can use a flat white paint instead. Believe it or not, this has been proven to be more reflective than mylar... and it's easier to find.
