Okay lets see here...
Cheap no name brand soil is only better than miracle grow if it has no added fertilizer. You should also get in the habit of adding a little extra perlite, because beginners ALWAYS make a mistake eventually that necessitates flushing! Trust me on this one. Perlite=good!

If the seeds have not sprouted, you can remove them from the soil. Be VERY careful; if any tap root is showing, don't touch it!
If they HAVE sprouted, but only just BARELY, you can try to take a big spoon and scoop like a golf ball sized chunk of soil that has the sprout at the center, again, AVOIDING THE TAP ROOT, and plant that in better soil.

If you can find 'miracle grow organic choice' and extra perlite, that is fine for plants over 3 weeks old. If all you can find is MG, use tiny dixie cups with lots of holes in them to start the seeds, and flush the HELL out of the soil before you plant them. They will only live in those cups for a couple weeks, then you can put them in normal pots with soil right out of the bag.
