they still look a bit small to be adding nutrients even at 1/4 strength. especially with miracle gro soil you dont want to be jam packing it with extra fertilizer as the soil comes pre fertilized. try using plain water when you feed for a while. also note that with cfl's like that your plant is going to grow just a little bit slower.
