Depends on how hot you get the milk or cream (cream would be better, but milk is cheaper. Just try for whole milk). If it goes to a boil, it will curdle. If you can manage to keep it just cool enough so that it doesn't, then yes, that should be sufficient to draw out the THC within a fairly long amount of time (hour or two of lots of stirring, probably) Just make sure your weed is broken up into as powdery as you can make it to ensure maximum surface area to mass ratio.

BUT, what I do understand is in order to extract THC from bud you need some type of fatty substance (hence why butter is often used as the standard for marijuana baked goods).
