I'll start by saying your plants look pretty good, nice and healthy.

Second, I would loose the Halogen light. The light that it emits is
innefficient for growing plants. Also Halogens get real hot and will cause you nothing but trouble.

My advise would be to invest in a 3500k CFL, sylvania calls them Bright White. You can get these for about $5 or less, I use the 100w equivalent.
I use the 6500K for Vegging.

Strarted the grow with flouresent plant grow light and another plant grow light. They now are under 2 cfls soft white = to 120 watts and a 100 watt halogen light.
