Chopping-off of hands isn't something we do. Three guesses where they do practice that form of punishment.

I would not want a president that refuses to put his hand over his heart during the Pledge of Allegiance or National Anthem. It's disrespectful to the country, and bad for the image of the office. I doubt that he's dumb enough to not know that.
