In a nutshell:
Get yourself several CFLs or better yet just invest in a 400w HPS lamp. Also get a bathroom fan from Home Depot ($50). Set it up so the fan is sucking air out of the space and into a separate area. Run your light and fan for several hours so you can measure the temps and humidity of the space, and adjust accordingly.

Plant your seed in ProMix and get some real nutrient formula from a hydro store. Follow the instructions on the nutrient formula, remembering to always ere on the side of caution. ie less is better than more. Nutrient formula can be added every second watering. Water well when the soil is dry. Don't over water. Be patient.
