63 degrees and 54% humidity
My grow room is 60-65 degrees and 52-55% humidity without my light on, are these numbers dangerous or ideal for healthy plants?

those are fine for when lights out. but you dont want the humidity any higher prolly.

You don't want to go lower than 65 during lights out. During the 'day', the upper 70s are ideal for plant health.
Low temps and high humidity is a great environment for powdery mildew and grey mold (botyris).
This is also a problem because in high humididty, the plant uses less water. In low temps, the plant grows slower and -you guessed it- uses less water. What this means is that you will have plants sitting in cold, wet soil and this leads to not only the potential for root rot, but also tends to exacerbate lockout problems. If your pH is even slightly off, you will be SCREWED.
Get a space heater in there asap. Oil-filled portable radiators are GREAT for grow rooms. This will lower the RH and bring temps up to the correct range.
