2x18W fluorescents enough for seedlings?

What do you think about this reflector?

It fits two 24" length fluorescents each 18W. Total output (of 36W) would be about 2000 lumens from these two bulbs.

I'd like to know if this is enough for about 5 seedlings to grow until they're strong enough to be transplanted outdoors.
