Glass Pipes + Airports?

I guess I just don't see the point.
Legally you can probably do it. But why bring unwanted attention to yourself if it is found?

I could buy a water pipe "Bong" and fill it with tobacco and go sit on main street and smoke it. But why would I want to I don't need the attention.

Just my 2 cents.

If a bunch of people started smoking tobacco out of bongs in public, the police would have a hard time identifying people smoking pot in public with a bong, unless they smelled it. If this could be organized, and done perpetually, think about what effect that would have on the system.
