    And I believe I have read that there is a way out of the treaty by saying "We want out!" with a 3 month waiting period before it is final. Not certain about that, though- haven't read the treaty.     It has nothing to do with George Bush, it was illegal long before he came into the picture, and I don't care who wins that office, it won't matter. The DEA on the other hand......:jointsmile:

    Single Convention on Narcotic Drugs

    The Single Convention on Narcotic Drugs is the international treaty against illicit manufacture and trafficking of narcotics that forms the bedrock of the global drug control regime. Previous treaties had only controlled opium, coca, and derivatives such as morphine, heroin and cocaine. The Single Convention, adopted in 1961, consolidated those treaties, broadening their scope to include cannabis and allow control of any drugs with similar effects to those specified in the treaty. This treaty has since been supplemented by the Convention on Psychotropic Substances, which controls LSD, Ecstasy, and other psychoactive pharmaceuticals, and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, which strengthens provisions against money laundering and other drug-related offenses

    Influence on domestic legislation
    Since the Single Convention is not self-executing, Parties must pass laws to carry out its provisions. The United Nations Office on Drugs and Crime works with countries' legislatures to ensure compliance. As a result, most of the national drug statutes in the UNODC's legal library share a high degree of conformity with the Single Convention and its supplementary treaties, the 1971 Convention on Psychotropic Substances and the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

    The Single Convention has been extremely influential in standardizing national drug control laws. In particular, the United States' Controlled Substances Act of 1970 and the United Kingdom's Misuse of Drugs Act 1971 were designed to fulfill treaty obligations. Both Acts include analogous schemes of drug Scheduling, along with similar procedures for adding, removing, and transferring drugs among the Schedules. The Controlled Substances Act follows the Single Convention's lead in granting a public health authority a central role in drug Scheduling decisions. It also includes a provision mandating that federal authorities control all drugs of abuse at least as strictly as required by the Single Convention(21 U.S.C. § 811(d)).

    As of January 2005, the Single Convention had 180 Parties. (as in 180 countries which must comply or they get in trouble although dutch laws technically violate this they dont do anything to them.

    Regardless of international treaty, MJ *STILL* has to be reclassified by the FDA *BEFORE* it can be federaly legalized.

    FWIW, the FDA classification system system was set up so that it didn't require an act of congress or a change of internation treaties to add opr remove a substance from the list. It only has to be determined by the surgen general and the FDA to be "benificial" to the public and not subject to abuse.

    why would it be so hard?? Holland's done it, i think other country's should adopt the same method on how they legalised cannabis.

    Unfortunately, it's still not 'legal' in Holland.
    They do lead the world in cannabis tolerance though.
    Just don't get busted for growing, or you could get fined!
    We keep trying for full legalization in Holland, but it's hard to get people involved because they don't realize it's still actually illegal!

    Yup, as long as they can get their weed they don't care. That's pretty much the way it is here in Cali. A clinic gets raided, and oh well, just move on to the next one. No big deal.

    haha I was thinking the same thing. This is America, this country is the reason the world has a negative view towards marijuana, nobody else was leading this anti-natural medical drug war, this was all us while everyone else just sorta played follow the leader.

    If we can break constitutional and international law to invade 2 middle east and oil rich countries, while threatening a 3rd and causing political weakness in a 4th, then nobody else in the world is going to say a word if we went marijuana legal.

    Not that I think it will happen anytime soon, and certainly not with this administration, just saying this government has shown America does what it wants, regardless of silly laws or promises.

    Decriminalizes possession, cultivation, transportation, distribution, and use of marijuana or hemp. Provides persons convicted or serving time for non-violent offenses involving marijuana be immediately released from prison, jail, parole, or probation, and be eligible to have their convictions erased. Provides no permit, license, or tax be required for non-commercial cultivation, transportation, distribution, or consumption of marijuana. Allows doctors to prescribe or recommend marijuana to patients, regardless of age. Prohibits testing for marijuana for employment or insurance purposes. Bars state from aiding enforcement of certain federal marijuana laws. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Savings in the several tens of millions of dollars annually to state and local governments, which would no longer incur the costs of incarcerating and supervising certain marijuana offenders. A potential increase of a few million dollars annually in the cost of the stateā??s Drug Medi-Cal substance abuse treatment program. (Initiative 07-0064.)
