In my state, seeds are not illegal. They are on the federal level though, and if you are caught with seeds, they'll still nail ya for the 'residue' that almost invariably accompanies any decent quantity of seed, and if you're really not having a lucky day, use that as probable cause for a warrant to look for your grow.

"Marijuana" seeds are illegal, sterilized "Hemp" seeds are not.
Unfortunately, most LEO's don't know the difference, or even that there is a difference.
