I am not qualified to answer this question..I haven't smoked anything today..oh yeah, I am not a mod either..so, why am I replying? I have no idea.

I think it's a glitch. If you go to the index for that section, you will see another little index that's empty below the state by state index. You can't post in that empty index so I think that's why it shows a lock on the main title page index for that section.
