You could look at it a couple of different ways.

The way I see it DARPA basically designed the foundation of the internet. Berners-Lee was the man who brought it all together though, and basically created the 'web'.

I guess what I was trying to point out is that the government has plenty (the most) knowledge and control of the internet/IP system. It would be foolish not to think they have the ability to do what they want, when they want, and how they want on the internet/web.
