Well there's India. Parvatti valley is a very popular destination for stoners. You will have to travel by Bus to a place near Manali in Himachal about 2,000m alt, and from there you must travel by foot up the valley whereupon you will find several remote villages around 3,000 m alt full of Isreali tourists, and as much hand picked charras as you can smoke. August/September is the time to go.

Nepal, but I'd wait and see if they can shift the 'living god' off his throne peacefully first. They have had a hard decade.

Saving that, I'd second McLeodGanja's suggestion. And yep, where ever you find the good ganja you will find loads and loads of young Israeli tourists. They have a been getting bit of a rep in Nepal for very unruly behaviour and in the last few years signs have begun to go up in Kathmandu that read "NO ISRAELI".

I don't know what the situation is in India because I haven't been there for a very long time :hippy:
