Our government works like this: Legislative branch (that's Congress) passes legislation (laws); the Executive branch (that's President, VP, etc.) enforces the laws passed by the Legislative branch; Judicial branch (that's the courts) is in charge of interpreting the laws. We live in a constitutional republic/or if you prefer a Representative republic.
There is a difference.
