yes, but how are you going to remove the heat without allowing light to enter?

a 400 watt air cooled light would be perfect for that size area

First--yes, you have enough light. You've probably got around 21000-22000 lumens for a 4 sq. ft. area. Plenty. A 400w HPS would be overkill; a 250w would be more than enough in that area, if you chose to go with only a single light. No matter what, paint your walls flat white or use mylar on them. Get everything you can out of the light you've got.
stinkyattic is very much right, IMO. Ventilation is almost always the biggest issue in smaller grow areas. It's why I personally advise people, especially first time growers, not to get more lights than they need until they know they can keep a room at the right temp. You'll definitely need some sort of fan and/or ventilation system in a room like that. Plan for that before you try anything.
3 to 4 plants? Your area may be a little small if you go for 4 plants. Maybe others have different grow methods, but I always figure on 1.25 sq. ft. per plant. Even with that, they'll grow into each other. One sq. ft. for a plant is cutting it close, IMO. On the other hand, if you're in a 4' tall closet, that may be okay...just don't let your plant get too tall before switching to 12/12.

How to ventilate without letting light out or in? Build a baffle on outside of grow area with alternating opening's inside also you can use drier vent flex with a few elbow's that should work for you. Anyway that's my 2cent's. Later

What ever skill's you can work the best. I being a carpenter-engineer use mdf board (dense stuff they build speakerboxes out of) or if you have a ac/buddy that can get you some insulation board that they use for ducking and plantuims. What ever you use make sure you caulk the inside. Start with square shape box on inside alternat the opening from side to side three or four time and that will work for you. Hope that helps. Later

Looks like it has a coat rack on it- the kind a kid might do in wood shop. But it isn't quite what it seems.
The seemingly "inch thick" piece of wood holding the hooks, with a contrasting dark wood frame is really a shallow box with the top piece concealing a hidden vent. A hole in the door connects the box with a fan that vents my closet. It's placed high enough that you would have to be about 6 foot 6 to see the vent. When I use it, it sucks enough air to keep my closet at about 80 degrees.
If a little old lady like me can figure out a way to cool my closet, so can you kids!- Granny:hippy:
