I don't even own any scales, digital or otherwise. But you're telling me that if I were to buy some digital scales, even if it were still in the box, that I could be arrested for carrying paraphernalia? How is it then that I can buy bongs and glass pipes from pro-cannabis events, and even wave them around in front of the police, yet I can't be touched because of the TOBACCO pipe that I'm carrying around? They know damn well I won't be putting tobacco in it, but they have no power to stop me from doing something I haven't even done yet. The same principle would apply to scales. I'd be using them to weigh tobacco. (Yeah, right.) But still, who are they to tell me I'm lying... especially in light of the fact that I have NO illegal substances on me?

Having scales in the commission of a crime, like dealing, would bring separate paraphernalia charges... but, unless you've already been charged with something, I don't see a person ever being arrested JUST for carrying around clean scales. Maybe hassled to no end, but still free to leave at the end of it all.
