You need to go into a lot more detail, i'll take the liberty of assuming you mean a HPS bulb with ballast built in, and i will say definatly not.

if a bulb uses 1000W of energy, and the ballast is 70% effective, then 300W of heat is given out by the ballast, so you end up with 300W of extra heat near the plants, when an external ballast would have it out of the grow area
