MUCH more light. More CFLs is a start.
Is that Miracle Gro? Peat based soils start to get pH problems after 2-3 months from first wetting.
Were those pots new? I see salty crust on them. One thing about terra cotta, if you have overfert, you KNOW it lol.

Go get a pH test kit (the liquid indicator is best bang for your buck I promise) and do a test on the runoff water from a heavy watering. It should be 6.5-6.8 but I bet it is lower.

You're going to need to flush the soil to remove excess salts and fix any pH issues you have. pH up/down from the grow shop is more predictable than anything you have laying around your house.

Plus the light.

Finally, what is the temperature in there? 65-80 is the range you want.
