The upload feature is down ONLY in the image gallery for the time being. You can still upload pics for your avatars, profile pic, in threads, and of course in the NEW profile page.

I'll be posting any further updates to the system here regarding this issue..............

The CP allowed me to create a new album, but gives me the "User uploads not allowed" error message when I hit the Upload Photos link is the newly created album. Can someone help me here?
