the first cop ever to pull me over was one of these non-nazi guys hahaha I felt so good about the encounter i had since he said "boy, I can smell the alcohol from your mouth" and i wasn't even 21 plus i was driving @ 4 am and 5 miles or so over speed limit... i ended up passing the soberity test, and nothing on me with a clean record, so he came to my car and told me i can go... was lucky he didnt force me on a breathalyzer cuz i didnt know at the time i can say no to that as well!!


to me after buncha google searches, it means that he knows u have smoked/drank something and thus u r under its effect, but since u passed the soberity test and they "searched and found nothing" it was perhaps no good use of his time and systems time to process u when they aint got anything legally against u


i think this will explain it better: there is a legal limit for alcohol in system and driving... however if u are below the legal limit, u will be considered impaired but not fully intoxicated
