I've heard that the best way to do this, is to start by tapping the bottle with the drill bit - like, break into the thickness, if you get me.
Then, you have to 'twizzle' the bit with your fingers, or a hand drill - takes ages, but then anything worthwhile takes ages

I just had a thought...try masking off the 'target' area with masking tape first - this should reduce the amount of shock waves that travel through the glass.

Hope it works, because as I say...I aint never done it lol
