leaves already fuzzy...is this a dank plant?

if a baby new plant already has fuzzy leaves and stalk, does this mean the plant will be really good? or does it mean anything at all? i've grown in the past and the plant was never fuzzy until the flowering stage.

little fuzzy hairs are normal on the leaves and the stems too, i believe they are for stimulation from wind and collecting moisture.
