Flourescents for flowering ??
Yes, it is quite possible, since I do it on a regular basis. I do note that the plants are a tad slower maturing than "advertised". But my harvests are satisfactory. You may wish to get some "GE Kitchen and Bath". They are warmer in color than regular tubes and I feel they give a better harvest.
As for ferts, skip the Miracle Grow- it ain't worth the price! You will get more bud, however, if you fertilize your plants! Ferts are covered in detail in MANY posts, so do a search and start reading! - Granny:hippy:
