My cousin has a Canon Powershot and it takes incredible macro shots. I don't remember the particular model, but I know he paid around $200 for it, I'd say $250 max.

The Kodak Z12 is another relatively inexpensive camera that takes out-of-this-world macro photos. Here is an example of a photo taken with the Z12:
