I have grown plenty of Joey's NL99 ... it is excellent in every way ... almost grows itself, it is pretty tolerant of abuse ... indoors, mine grew to about 48" untopped. 40" topped, under 400-watt HPS ... use good soil, do NOT fertilize for the first two weeks ... don't overwater ... she is a moderate feeder, no special quirks to worry about ... females will show sex after 4-6 weeks in veg (I veg 8 weeks) ... she will finish flowering to 10% trichomes in about 7-8 weeks ... very potent, fair-to-good yielder ...

I too have grown joey's nl99 and it was awesome. A very unique buzz-very talkative I found. Great yields as well.

Would this strain be easy to grow outside in a northern (cold Climate)?

Gnome, i made the exact same purchase from HD a few months back. I had to pull the romies during veg because of the stank. The nl99 is a few days from harvest, and didn't smell at all until the last week or so. One got the chopped early and the samples before curing are just as described above, unique and very chatty. The perma-grin just keeps creeping

I'm not an outdoor expert, so I asked my friend, that IS an expert ... he just shrugged, said "plant in the Spring after the last chance of frost, when the ground warms up a bit, and harvest before the Fall's first hard frost, or the trichomes are ready, whichever comes first ... you're about the same latitude and elevation as I am, here in northern CA, I suspect, so shouldn't be a problem ... ask someone when they put out their tomatoes, you should be right on the money ... indicas tend to come from harsher climates than sativas, but I would suspect you can do either, at will ... good growing ! ...
