What are you using for fresh air intake and exhaust? The fans will just move hot air around if there is nowhere for it to go.

I have to say, Cfls put out alot more heat than I thought they would.... im having a difficult time staying below 84 degrees. Im running alot of them, 20- 27w...14 bright, 6 cool...spaced approx. 6" apart and they can be adjusted to concentrated areas. That 85 is taken right at the canopy level..or the tops of the leaves...an avg of 2" away from the bulbs themselves. The air temp in the closet is about 74.
