Yes you can, but you can also wait. You can force flower once they have only a few nodes on them. You'll get less weed though. If you can wait a few weeks, I would also suggest topping them a couple of times so you get multiple top colas. And be aware that tinfoil sucks away and absorbs light like mirrors do. And you want your little babies to get all the damn light they can handle.

Right now would be a great time to start training that plant. It looks like a pretty robust indica. Train it right, and if it's a female, you can get a whole lot out of one plant.

Well, to me it depends on the amount of light. If you have 75-100 watts per sq.ft. then you can let them get bigger, like 1 foot with multiple tops. If you are using CFL's or Flouro's or have 50w or less per sq.ft. then I would flower at approx. 10" of height with multiple tops.
To get the multiple tops you gotta top (cut) or tie down (train) the plant.. .and now's the time to do that. Look up the LST thread on training or if you're lazy just tie down the top half of the plant until the top is lower than some of the branches so they will develop more.

thanks, i have 2 25 watt cool cfls with reflectors and 1 20 watt warm.

No prob. :-)
Oh, and when you flower try to get more warm bulbs than cools. This mimics the fall sun and will increase your yield.

otherwise its ready to flower when you are

I'd say don't flower it yet. top it first maybe even or lst a little bit to make it more of an even canopy.
