The MMJ laws in California were authorized by a constitutional amendment (Prop. 215) then implemented (the rules written) by legislation (SB 420 etc.). Nowhere in the law is there a clear definition of "caregiver". However, small growing co-ops are something that are clearly envisioned in the law.

You can make anyone you want your caregiver; anyone who wants can make you their caregiver. Being a caregiver essentially means that the patient has passed to the caregiver their rights as far as the amount of MMJ that the caregiver can possess and, more importantly, grow.
