Halogen lights produce a lot of light in spectrums that aren't useful for growth...and the not useful light they make produces a lot of extra heat. And halogen really isn't all that efficient compared to CFLs, much less HPS or MH. So you end up with a light that isn't efficient in making light that's often in the wrong spectrum for growth but does create plenty of heat.
