Hello,
I think that a 250 would work o.k., but flouros would be a bit better for the tender seedlings.
I think that you are running into sprouting problems because you are planting the seeds so deep. I plant a seed around 1/4 inch deep, and the soil that is directly on top of the seed is very lightly sprinkled on top.
