There are some guidelines that you can follow for flowering.
1. You want to have about 50w psf (at a min)
2. You want to be at least 3x the amount that you have in veg.

Now, when it comes to the type of light, you are correct, the flowering stage does want to have the red spectrum of light, and more blue during your veg. This can be accomplished with your CFL's or HID's. If your growing something in your closet then a HID would not be recommended, you should use CFL's (those curly lights that you see in stores).

Hopefully you havent pop'd any beans yet and you can actually get your flower room setup and give it a alittle dry run prior to putting anything in there. However, the more information you can provide the better and more detailed information we can give you. Always remember.... "what you put into something is exactly you get out of the samething", so if you only give us 5% information we can only give you 5% of the needed information. There is actually a sticky in this section or another that says to list the specific information about your setup when your asking questions, this will get you the information quicker than having to come back and add stuff to it later, this could potentially skew the information depending on your setup....
