I was always under the impression that doing exercises like sit-ups only make your bads 'bigger'. Because your making the stomach muscles bigger. If you're already skinny and want to build muscle mass, then yes do sit-ups and stuff like that.

But if you're trying to slim down AND build muscle mass, I wouldn't advice doing sit-ups and other exercises to build your abs. If you already have stomach fat, your best bet is to run. Once you've been running for a while, and you start to lose the stomach fat, THEN you should probably start working on those abs...

Am I correct in this thinking?

I've never really been overweight, I've always been taller than everyone else, though my body never really 'matured' into what all my friends had. I was rather slender, yet I still had some 'jiggly' on my body. Probably too many cokes ...But I started running and the body fat seemed to melt away. I was already rather muscular, running just accentuated my muscles.
