You've got about .75 square meters of grow space. (I guess/hope that the 160 cm is your closet height.) If you have enough light and start flowering (switching to 12 hours on/off lighting) when your plants are about 32-40 cm high, you'll end up with good sized plants that will fit into 12 liter pots...the ones that are about 25-30 cm in diameter. You should be able to fit 6 to 8 full size plants in pots that size in your grow space. (For our non-metric friends, her grow space is just a little under 4' x 2')

But you need a LOT more lights. Lights are all about lumens, not watts. You need at least 25,000 lumens per square meter; 45,000 is much better. Right now, you have about 8700. If you have good enough ventilation, you could solve everything with a 400w HPS light...that will give you about 50,000 lumens, enough to do great in that room. A 250w HPS will give you around 25,000 lumens which, combined with the flourescent lights you have, would do quite well for you.

I wouldn't use just flourescent lights in the area you describe...it's awfully large. Most CFL grows are in places of less than .3 or .4 of a square meter. If you do want to use just flouros, think about cutting your grow space in half to 60cm x 60cm. That's still enough room to veg a lot of plants and to flower 3 or 4.
