Its hard to tell by the pictures, but if you can take a clear picture of the diagrams on the ballast, I would be happy to interpret them. Your first picture has the diagrams on the ballast, but it is unclear!
Don't catch fire :rasta:

I would expect that they would be pre-setup for 120 and just need a plug. If you need to do any adjusting inside it looks like that color coded grid will tell you whats what.
AC fixtures use black and white for AC input wires. Get yourself a heavy duty replacement tool cord and some wire nuts from (insert favorite hardware store name)
Lots of sharp edges on fixtures like that so protect your wires and make clean tight connections. Wire nuts are more than fine allthough I solder mine.

It should be ready to go. Remove the black and gray wires outside the lumineire and connect a section (lets' say, 6') of 16/3 or 14/3 sjo cord with a 15 amp plug. Connect the cord's white wire to the (2) ballasts com. (common, grey or white colored) wires. Connect the green to the metal luminiere enclosure. Connect the black cord wire to the (2) ballasts 120 hot wires (probably black)A wire may be from the ballast for 277 volt (could be an orange colored) wire. This may be cut off and covered with electrical tap, or it may have had a terminal strip to connect a wire to. Anyway, you do not wire anything to this.
