It won't matter where the spores land because the air flow created by the fan would will prevent the spores from taking up residence and reproducing. Mold is always there, just waiting for the right conditions.

Powdery Mildew is not mold, it is a fungus. Here in SoCal we've been having Santa Ana winds with humidity levels down around 10% - 20% and I just got a bad outbreak of powdery mildew. The spores are wind spread, so I imagine that's why it pops up after it has been windy.
