Its probably mainly the poor quality of most bagseed...I recommend getting some quality seed if your serious. You also don't need to water seeds everyday as they don't need much water, and its best to use some sort of humidity dome until the plant sprouts.

Im using bagseed from a friend. The first cycle I tried, I put 8 seeds in a cup of water to pop, and 2 did so. I'm basically going by stinkyattic's noob guide. I placed them in seedling trays in a mixture of 2 parts Manure and Hummus, and one part Perlite. Placing the taproot down, I put them under ~1/4 inch of soil.
