It would be militarily neutral.

Cannabis is used freely.

Citizenship is determined by the status of an individuals criminal background. If your a naughty person, you can stay the hell out of my friggin' country.

There is no basis of religion. My country is built on truth and productiveness, but you will have your freedom of faith.
