im assumiing the power to my garage is running on a/c because there is one mains cable coming into the garage directly connected to a double socket.

House wiring is AC.

so if i turned off the mains, spliced the wire in between the 2 ceiling flrs and connected a socket, would i be in business?

Don't do this. You have 2 choices:
-Run a HEAVY extension cord to power your lights
-Call a LICENSED ELECTRICIAN to wire you a nice safe grow.

If you burn your house down by growing pot on an unsafe circuit your insurance will not cover it!!!

Now that ive hopefully got ur attention i just a few quick questons and im ready to start my attic grow. 1. Seed starter mix: I was told to use a plain soil/perlite mix. does this mean multipurpose compost/perlite or just plain topsoil/perlite? im a complete noob at this so sorry if these questions sound stupid.
