Actually it does wash........when the Coalition Provisional Authority was in charge, the time frame your referring to, it was up to the U.S. to assign the contracts. Now if a person was corrupt, such as the Major your posted about, they should be prosecuted like he was.

"Past defines the future", it's the Iraqi Government that sets up contracts now.......not much to do with us or you wouldn't see deals with Iran, China, etc...taking place.
