You can indeed get high by smoking through a cigarette filter, I do it all the time. You need to empty out atleast half of the cigarette (I prefer to leave a about 1/4 of the tobacco at the end for smell purposes) and pack the rest of it tightly (about as tight as the tobacco was packed in it) with ground or torn weed. You may need to smoke more than what you normally smoke, since I do believe that cigarette filters may absorb some of the THC. I also try to hold the smoke in my lungs longer, but that's not based on anything other than preference.

I do this all the time when I smoke at work, and it works like a charm. Since I smoke menthols it also gives my weed a slightly minty taste
