yea kindof.. about 4 for each plant is enough and less lights are ok also if you position and reflect them good, which you have covered. you should be ok with 10-12 lights there I wouldnt add more. I dont know what fan you have but get a desk fan and put it next to the pots and have it pointing upward and run it at low, itll just shoot off all the heat upwards where the vent can get it out.

you might want to make a hole somewhere in the bottom of that cab so new air can come in.. and the fan will push it up and around.
