Well, it wasn't until a couple hundred years ago that people that knew much about herbs and the like were considered anything more than a "witch." Plus, I'm sure that back in the day the techniques used today to breed and cross-breed weren't as known, and, in the very least, not practiced nearly as much for cannabis than for other plants.

I'm sure that cannabis potency HAS steadily risen these past few years.
