how long can you usually tell sex after the preflowers first begin to appear?
how much better are the redish CFLs for flowering compared to the blueish ones?

When you see preflowers starting to appear it should be apparent within a couple days at most that they are either male or female.
You definitely want to go with a redder light for flowering.

thanks stinky, I only have one plant, i started flowering almost a week ago. I only have 2 26 watt blueish CFLs on it right now, which seems to be doing fine. ill switch to the red ones tomorrow.

not "red" lights, like red colored cfl's you get at walgreens. What stinky meant was, you need to switch to a bulb that includes more of the red spectrum of light.

3000k is better than 3700k.....the higher the number the bluer the light, the lower the redder.....3000k will be fine.
it can take 1-3weeks for pistils to form...just keep a close watch where the branches intersect, you can't miss it. if you have a 15x pocket magnifier it'll be easier to see them when they first pop out.
