Compact Fluorescent - 65 Watt - Full Spectrum 6500k - Mogul Base - Sunlite #05578 Light Bulb

Will this bulb work for one plant (aurora indica)? My lamp holder max is 250w. I heard something about when its vegging, it should have blue light and when it goes into flowering it should have red light?

I'm a newb so help is very much appreciated, I'm trying to soak in as much knowledge as possible before my grow.
