here is a good write up from the Chicago Trib called Supreme Court loosens grip of mandatory sentences, By James Oliphant. i don't know much about the Canadian Constitution or your Charter of Rights, but the Supreme Court here in the US has ruled again recently against mandatory sentences, ruling they are unconstitutional. don't know if this helps but i bet someone with the eNDP prohibition Party could look in to it. just some amo for our bros up north. :rastasmoke:
