Myth- not necessarily, If you are low income, you can get a fee waiver. Just ask for one, CH. The clerks can be VERY helpful, so be nice toward them and thank them profusely! I had to put one on the A**hole ex of a friend who took shelter with me. She still "loved" him and hoped he'd "change". I didn't have such hope, nor did I have any feelings except contempt for him. It didn't do much good. He's show up and rant at her, then split before the cops (taking 20- 30 minutes) could arrive.
