I'd say they were both in the wrong here.. The officer's cuffing technique looks a little sloppy, and the pepper spray may have been a little excessive. But the situation could have gone over much differently had she just calmed down and cooperated. There not gonna get you in that much trouble for being out past curfew and getting cuffed really isnt that bad if you dont fight it. They cuff you for thier safety and the safety of the public. They dont know who the fuck you are or your intentions most of the time. Point being, if the situation ever comes where you are talking to a cop and he is intending to cuff you, especially over something miniscule like being out after curfiew, just put your fucking hands behind your back, then make your case. Unless you are really intending to harm the cop, in which case they will kick your ass with force, theres no real reason to need to move your arms. Just get cuffed, and stand there and make your case. It's really not that difficult if you cooperate.
