well, let me start by saying there are ALOT of other posts on here that have the same exact question that your asking, please take a few and search thru the posts and learn as much as you can.

Now with that being said......

Right now, my seed is in a drainable gallon plastic pot using MiracleGrow's Flower & Vegetable soil. I give it about 150mL of water a day.
What is your soil moisture like, its great that your measuring the water going in, but if the soil is already wet and your adding more to it, your could end up over watering and killing your plant. Watch your soil moisture.

It's in a closet with a fan circulating air and a two foot florecent grow light some 14 inches away. The inside of the closet it all white.
Thats good, however, what are the temps, humidity, do you have intake and exhaust vents? Do you know the lumens, or anything about the light besides its a 2foot flor light? What are you going to use during veg, flower, etc, etc.

I've just started I haven't even reached a full day, how long should my light cycles be right now? Is it 18 hours light, six dark? Or should I leave the light on till it sprouts?
First it sounds like your growing from seed. Most people will put the seed between damp papertowels or tissue, place in a plastic baggie, and then put that in a warm spot, like the top of a the internet modem or something that is warm and not HOT. When the seeds pop or you see the white tap root come out, place that in dirt and cover...watch plant grow. As for the lighting schedule that is completely up to the farmer. The difference between 24/0 and 18/6 is only about a 10cm root growth in 24hours, so make your choice and stick to it.

After growing has taken place properly how long am I looking at till budding?
this depends on if your growing from seed or clone. Seeds you have to wait until the plant is mature, basically when the internodes are not opposite of each other you can flower. If your growing a clone, then you can actually flower once it has taken root.

Now with your questions answered, do NOT give nutes to your new found hobby until they are about 25-30 days old if your growing from seed, clones are a little different, but i'm not sure which one you have. Your soil, in my opinion, SUCKS. I tried that stuff and had no luck with it. There are others on here that will say they use it and it works fine, but thats just my opinion take it for what its worth. There are links in here for a good soil combo, for example, manuare/humus with perilite is a great mix that i use. find what soil works for youand stick with it.
